Trouble Veganizing Barley Muffin Recipe

I really like how these muffins taste, but they're always a little gooey in the middle- even if I cook them until they're a little burnt on the outside. Any suggestions?

Here is the original recipe:
2 cups barley flour
2 teaspoons baking powder
1/2 teaspoon salt
1/4 cup honey
2 cups milk
1/4 cup oil
1/2 teaspoon vanilla extract
Bake 20 minutes at 400 degrees.

I use soy milk instead of milk, and I've tried both agave and maple syrup in place of the honey.

I have to say I've never made them non-vegan, so it could just be a bad recipe, but it's from a cookbook that I love and trust.
