Getting Scones To Rise

I've made scones, which are not dense and are quite tasty - but they haven't really risen like classic scones ought to.

1 cup whole wheat flour
1&1/2 cups barley flour
4 tsp baking powder
1/2 cup margarine/oil
1/3 cup raisins
1/2 tsp salt
Approx. 1/2 cup soymilk

* Thoroughly combine first 6 ingredients until mixture is crumblike.
* Slowly add soymilk until dough is formed
* Roll out dough and cut out
* Bake at 425F for 15 minutes
